Being a journeyman electrician, are you limited in the costs of the electrical work that you perform?

According to the West Virginia Division of Labor: Due to him only being a Journeyman Electrician in West Virginia, he inquired the WV Division of Labor as to what his limitations were regarding performing electrical work and this was their response:  "If doing work under $5,000 material and labor for residential and $25,000 for commercial, then you will just need your business license and your journeyman license. Total cost of project means everything going on onsite not just what you are doing."
